Raa Atoll
An emerging northern atoll, the densest all-inclusive cluster, from wellness luxury to budget AI
Raa Atoll is north of Baa, developed later, with wide gaps between islands and a quiet feel, and all-inclusive islands are especially concentrated here. The range is wide: JOALI weaves contemporary art through the whole island and JOALI BEING is the Maldives’ first wellness island (16+); InterContinental Maamunagau (Club InterContinental island-wide) and Alila Kothaifaru (Alila by Hyatt, 80 all-pool villas) are the international-brand modern-luxury end; Heritance Aarah, Cora Cora, RAAYA, Emerald and Emerald Faarufushi are premium all-inclusives repeatedly praised for value; and Dhigali, Reethi Faru and Adaaran Select Meedhupparu are more affordable all-inclusive family islands. House reefs are generally good, with beach-entry snorkelling at several islands.
- Access
- ~40 min by seaplane; or a domestic flight to Dharavandhoo / Ifuru / Raa Atoll airport plus a speedboat — the domestic route is the cheaper option.
- Best for
- All-inclusive value · Honeymoon · Design / art / wellness · A quiet family trip
- Watch out
- · Up in the north, so the seaplane often has multi-stop pickups; some islands are seaplane-only with the return an extra charge
- · Some all-inclusives' basic tier is limited on times / venues - the upgraded tier is what covers a la carte island-wide
- · Not a whale-shark zone
Price tiers
At the top are JOALI (contemporary art installations throughout the island, a talked-about honeymoon choice) and JOALI BEING (the Maldives’ first wellness island, four-pillar programmes, guests 16+). International brands have clustered here in the last few years: InterContinental Maamunagau gives every guest Club InterContinental benefits plus a lighthouse restaurant and a manta sanctuary, and is called "the most beautiful InterContinental in the world"; Alila Kothaifaru (Alila by Hyatt) has 80 all-pool villas plus design plus Japanese dining, on a small island where value is a matter of taste; Emerald Faarufushi (formerly Faarufushi) is the benchmark for "six-star Deluxe all-inclusive" value, with near-perfect Tripadvisor scores. The middle is a band of premium all-inclusives repeatedly praised for "eat and drink freely plus value": Heritance Aarah (often rated one of the best AIs in the Maldives), Cora Cora (a retro-aviation theme, takes Chinese tour groups), RAAYA (formerly Amari Raaya, frequent free upgrades) and Emerald (a Leading Hotels Deluxe). Below that, Dhigali (now Niva Dhigali), Reethi Faru and Adaaran Select Meedhupparu are more affordable - good for families and first-timers.
Transfer and the all-inclusive catch
Raa islands are ~40 min by seaplane, often with multi-stop pickups; there is a cheaper alternative via a domestic flight to Dharavandhoo / Ifuru / Raa Atoll airport plus a speedboat. When booking an all-inclusive, check the tier: the "basic AI" at Dhigali and Reethi Faru only serves at the main restaurant at set times with extra charges outside them, so eating a la carte at every restaurant needs the Dine Around / Premium upgrade. The "premium AI" at Heritance Aarah, Cora Cora and RAAYA covers more, but the fine-dining venues and activities like diving are usually still charged extra.
